Presidential Committee for Decentralization and Balanced Development (Articles 62 and 63 of the Special Act on Local Autonomy, Decentralization, and Balanced Regional Development)
 
  • Purpose of Establishment
    Established under the President to implement a 'local era' where people can enjoy a good quality of life anywhere in the Republic of Korea by resolving regional imbalances, promoting self-reliant development tailored to regional characteristics, and achieving local autonomy and decentralization (Article 62).
  • Key Functions
    Deliberates and resolves on the following key matters, including the basic direction of local autonomy, decentralization, and balanced regional development, and the coordination of related policies (Article 63):
    • 1. Coordinating basic directions and related policies for local autonomy/decentralization and balanced regional development; overseeing, coordinating, inspecting, and supporting national agenda tasks.
    • 2. Establishing the Comprehensive Plan for Decentralization and Balanced Development.
    • 3. Promoting, investigating, analyzing, evaluating, and coordinating balanced regional development policies/projects and local autonomy/decentralization tasks.
    • 4. Designating and supporting Opportunity and Development Zones.
    • 5. Relocating public institutions to local areas, vitalizing innovation cities, and determining locations for newly established public institutions.
    • 6. Designating and fostering Regional Innovation Clusters, concluding and operating regional development investment agreements, etc.
  • Composition & Operation
    The Committee is composed of up to 40 members, including one Chairperson and one Vice-Chairperson (Article 64).
    • (Ex-officio Members) Minister of Finance and Economy, Minister of Science and ICT, Minister of Education, Minister of the Interior and Safety, Minister of Culture, Sports and Tourism, Minister of Agriculture, Food and Rural Affairs, Minister of Trade, Industry and Energy, Minister of Health and Welfare, Minister of Climate, Energy and Environment, Minister of Employment and Labor, Minister of Land, Infrastructure and Transport, Minister of Oceans and Fisheries, Minister of SMEs and Startups, Minister of Planning and Budget, Minister for Government Policy Coordination, and representatives of consultative bodies pursuant to Article 182, Paragraph 1, Items 1 through 4 of the Local Autonomy Act.
    • (Appointed Members) Comprised of 4 members recommended by the Speaker of the National Assembly and up to 17 members appointed by the President from among those with abundant knowledge and experience in local autonomy, decentralization, and balanced regional development, and who hold the deep trust of the public.
Advisory Committees (Article 62 of the Enforcement Decree of the Special Act)
Advisory Committees are established within the Committee to research and review matters for deliberation in advance by sector.
Advisory Members (Article 63 of the Enforcement Decree of the Special Act)
The Committee may have up to 300 Advisory Members to provide advice on matters related to its duties.
Executive Office for Presidential Committee (Article 68 of the Special Act and Article 68 of the Enforcement Decree)
(Purpose of Establishment) The Executive Office is established under the Committee to efficiently handle its administrative affairs.

Organizational Structure for Local Autonomy, Decentralization, and Balanced Regional Development Policy

Central: Presidential Committee for Decentralization and Balanced Development, Subcommittees, Advisory Committees, Up to 300 Advisory Members, Executive Office. The Executive Office supports committee operations and reviews agendas; headed by a Director (who may also serve as the Presidential Secretary for Local Advancement). Support organizations include the Ministry of the Interior and Safety and the Ministry of Trade, Industry and Energy (supporting legislation/amendment), and other central administrative agencies (supporting plan establishment/operation, annual reports, etc.). Local: Regional Committees for Decentralization and Balanced Development, composed of 1 Chairperson and up to 20 members (appointed by Mayors/Governors). Regional Executive Offices support the operations of Regional Committees. City/County/District Committees, composed of 1 Chairperson and up to 20 members (appointed by local heads).
